Activating the rotation tool on Editor Toolbar

I have added the rotate tool from graphics element on the toolbar but it is not getting activated at all.
I have tried it even after starting the edit session but still it is not getting activated.
How can i get it activated so that it becomes usable.?

Hi Sajid,

you can only rotate graphic elements using this rotate tool. In an edit session, you are changing features, not graphics.

Are you referring to the Rotate tool from the Page Layout section in the customize window? If not, could you further describe the tool you're using?
