I'm trying to get a webmap of my city's neighborhood organizations together, and I'm running into a problem with zoom levels when searching for a neighborhood. When I type something into the search and select a neighborhood, it zooms far too close to the polygon to be able to really see it. I'm wondering if there's a way to step it out a little? I know I can set a zoom level for the geocoder search, as well as set a zoom level for a point layer, but I see no option for polygon layers.

There is no way to change the zoom with using WAB on AGOL. But if you start using WAB Developer edition then you could follow my answer in this thread to achieve what you are wanting:

Are you referring to the search widget that comes stock with the Web appbuilder Dev? or the eSearch?
I have set the Zoom scale(zome scale 1:24000) in the eSearch config but just zooms really close.
