WebApp Builder and Protected Health Information

Hi all,

We're working with a county, and I want to start by creating something where the county can visualize where their clients and providers exist. Though I have access to AGOL, for this project, I geocoded using ArcGIS pro because we can't be uploading protected health information (PHI) onto the internet. It has to be HIPAA compliant. Does this mean that WebApp Builder would also be out of the question? Are there any alternatives with ArcGIS?

Exporting from the Web App Builder "Developer Edition" creates an app that will run anywhere, you can put it in a web server completely cut off from the Internet if you want.
