Web Mapping Application Overview Configure vs Edit Button

Hi,

I have to edit the splash screen in this older app. The thing is I don't get the Edit button in the Overview, but this Configure button. Accessing via Configure gives me some editing abilities, but not removing or adding widgets and things like that. What's going on? How do I get the Edit button with all its powers? TIA.
