I think you are right. I will take another look at it but I believe that WAB was version 1.0.

I created a new map in WAB 1.1 and downloaded it from the builder. Then I opened the zip file and copied everything to a new repository on Github. I then created a gh-pages branch and then went to the url Github WAB v1.1 test and everything loaded right in (I believe you may have to wait a minute or two while the service get created for you). try and open the draw tool. Like with my app it isn't able to access resources that start with an underscore.
