Issue with HTTPS Warnings Triggered by Additional GIS Layer

I am having an issue that may be related to the addition of a new layer to my county's GIS webpage (https://wahkiakum.maps.arcgis.com/apps/webappviewer/index.html?id=cdb4fce60d854694b10f7cff69d557db).

Upon adding an additional layer containing dynamic links from our county GIS webpage to our assessor's page, a warning message pops up on Chrome that reads "Your connection is not private." More specifically, it refers to the following error: NET::ERR_CERT_DATE_INVALID. Here's the full text of the warning:

_"Your connection is not private. Attackers might be trying to steal your information from apo.co.wahkiakum.wa.us (for example, passwords, messages, or credit cards). Learn more. This server could not prove that it is apo.co.wahkiakum.wa.us; its security certificate expired 5 days ago. This may be caused by a misconfiguration or an attacker intercepting your connection. Your computer's clock is currently set to Tuesday, July 25, 2023. Does that look right? If not, you should correct your system's clock and then refresh this page. Proceed to apo.co.wahkiakum.wa.us (unsafe)"_

This warning occurs when any member of the public clicks inside the popup layer of our parcel layer. Here is an example of a link that triggers this issue:

I am unsure if this issue is specifically related to the GIS layer's configuration or if it may be tied to some other web security parameter. Has anyone else in the community faced a similar issue or can provide guidance? 

Accessing the Assessor's site directly without going through the link in the pop-up works fine.

This does not appear to be a GIS issue. It looks like you have an expired certificate at https://apo.co.wahkiakum.wa.us. Looks like it expired 6 days ago.
