What determines the draw order of symbols?
I'm trying to display facilities by number of employees, but there are several that are very close together, and the high density ones aren't even visible, because the others are drawing on top of them. I know that I can do symbol order and then pull it in as a dynamic service, but I'd rather not do that; also, when I do, it doesn't even show the facilities that have 0 employees. Is there some way I can specify the draw order?
