Widget Container Panels

Is there a way that I can have the icon on the header controller group, but when the widget opens up, it opens up in a panel? And how do I get a panel to show up underneath the header controller?

   Currently No, You can not get an icon for a widget in a panel and also no for having the panel at the top under the headercontroller.
