Shaded relief

I need to know the contents of following link by ESRI related to shaded relief map.

1. Is it 2D or 3D
2. Apart of hillshed DEM, other geographic information is in Toposheet raster or vector data?


My purpose is I need to publish similar type of service on our GIS portal n 2D environment using our Base maps(vector)

Are you talking about the topographic and terrain basemaps:

They are just cached services, so they will have been made by using various layers in arcmap then published to server and a cache created. The service is just flat images in .png format.
