"Please Check Your Base Folder URL"

Hello all, I am new to ArcGIS Server 10.1 and the ArcGIS Viewer for Flex. I have come across an issue that I cannot seem to resolve. When I try to access the ArcGIS Viewer for Flex application builder, I keep getting the error "Please Check Your Base Folder URL". This URL was working fine previously and allowed me to access the application builder, but all of a sudden stopped working. Is this perhaps an issue with the server itself?

I get that message when I forget to run Apache on my pc first, but I'm not sure that my method is the commonly used method.

Thanks Lisa, I will have to try that out. I believe the issue is on my server itself. In ArcCatalog it states that all of my services are running so I am not sure what is going on.
