Oceans basemap throwing black box on page load occasionally

Hi,
  Is anyone else getting the black box popup on page load for Oceans basemap occasionally? I get this here at work and home occasionally.

Map Manager
Oceans layer failed to load: Fault code: 400
Fault info: Unable to complete operation.
Fault details: Service 'Ocean_Basemap' of type 'MapServer' does not exist or is inaccessible.

This is on 10.1 Server with FlexViewer 3.0

I have the same problem. I have reproduced this issue on current version 3.5. Not only Ocean Basemap, It sometimes happens to Street or Topo Map. But in most cases, it happens to Ocean Basemap.

As far as I know, this issue is not reproducible on other applications. So it should be solved as FlexViewer (or Flex API) issue.

I have also had this happen on Topo. But as you said, most the time it is on Oceans. Janie
