Edit Widget and Overlapping Features

We have an application where, on occasions, we have a number of exactly overlapping polygons that relate to properties.  We can use the standard identify tool to scroll through the polygons however when we use the edit tool only the top most polygon can be edited - there is no option to move between the stacked features.

Has anyone seen this before and has anyone seen a solution?

The only I have managed to get it to work in your situation is to use the edit widget in conjunction with the attribute table widget.

Open the edit widget and click on the top most feature so the pop up opens. Then with the pop up open select the feature that is below in the attribute table, this moves the feature to the top which can then have its and attributes or geometry changed.
