If you are asking if it has a special little checkbox icon that shows the layer is not visible because of scale dependency, than no, at least not in the 3.0 pre release.
Yes, exactly. I thought this would be something very useful to indicate the layer is not visible at a particular scale, rather than nothing gets displayed.
