Hey, is there any way to import a shapefile (.shp) into ArcGis Urban. I need this boundaries, in the software. They are a .shp file

You can upload a zipped shapefile and publish it as a hosted feature service. Then, you should be able to use that in ArcGIS Urban. Here are instruction on how to upload the shape file: Publish hosted feature layers—ArcGIS Online Help | Documentation

I'm trying to import shapefiles as a parcel reference and it goes for invalid features. It's a polyline shapefile made in qgis.

Not 100 % sure but I would think that your parcels need to be polygons for Urban to be able to import them, not polylines.
