I am trying to create an ArcUrban Model with the USA default template, but the create services keeps loading and nothing happens, see the attached image.

The first thing that jumps to mind is the role you are assigned in your organization. You need to have a Publisher role to create the feature services. In ArcGIS Online, if you go up to your user name in the upper right and go to My Profile, you should see what role you are assigned (it's listed in the right hand column).

Which web browser are you using?

While you are seeing the "Creating Services" screen, please open the developer tools of your web browser and there open the console. To open the developer tools in Chrome either hit F12 or from the Chrome menu select the option "More Tools", and then select" Developer Tools".

Do you see any error messages in the console?
