Urban API February 2023 release

ArcGIS Urban API was shipped with the following new features:

• A custom `OptIn` directive to enable experimental features has been added. The first experimental features coming soon!
• GraphQL Playground has been replaced with Graphiql.
• Doc strings in the Urban API schema have been improved.
