Hi
Been working on a survey for my organization, and when I went to log on to our ArcOnline account to publish it, the log in window was blank.
It briefly flashes a progress bar before disappearing and remaining empty. I've rebooted, re-installed the program, recreated my XLSForm... still nothing. My log in works fine on the mobile app. Is there another way to publish the surveys?

This might be a network related issue. When you click the Sign In button is Survey123 Connect, the following requests are sent to ArcGIS Online:

If you click on the first link, do you get any response? Copy/paste the second URL in a browser and if you get any response. The first one should return a sign in dialog page and the second an Esri logo. If you don't get any response, that means your firewall might be blocking it an you will need to work with your IT and whitelist the ArcGIS Online domains listed below.
As you indicated, you can sign in fine on Survey123 App on a moble device. By any chance your mobile device is on a different network?

I'm trying to get in touch with our IT to look into permissions, but haven't managed to get anywhere yet. I've since managed to get it to work on a laptop on a different network, so it's looking like it's something with my desktop connection.

This seems to me a similar issue we had a while ago with tools in ArcGIS Desktop 10.0 where the dialog of the tool displayed without its content. That was due to some IE settings/not the default browser. I suspect the login dialog in survey123 (and in connect) uses IE/default browser to load the sign-in page...
I'd probably check the workarounds this link mentions in case they help.
Sometimes this happens with us as well. Normally I just clear all my browser's cache and history. Voila
