Rank question in web form requires answer even when the ranking is what I want it to be

I'm using the ranking question for the first time. The question is required. Filling the form out on the web. If the initial ranking is what user wants it to be and the user doesn't touch it, the form cannot be submitted because the survey doesn't think the question has been answered. 

Is this expected behavior?

Thank you. My initial work around was to not make that question required. However, later on I discovered that just clicking the first question, without dragging it anywhere, seemed to "set" it, and allowed me to submit it even when the question is required.

@MikeOnzay , I have run into this issue in the past and was not able to find a solution on the connect side. However, I ended up adding a hint along the lines of 'Please select an item on this list to ensure you agree with the order listed on the left of the screen'. I know this isn't a functional connect solution but, I hope it helps!
