Hi @StuartMoore!

Since printing ArcGIS Survey123 reports is an ArcGIS Online Premium Service, it consumes credits and I do not know of a supported way to generate them locally. The only way to generate survey reports is through the Survey123 website interface, or by using the Survey123 REST API, but both call the same reporting service which requires credits.

Here is our documentation on this limitation:

Since February 2024, ArcGIS Online has supported custom print services with reporting capabilities. I understand you are hoping to use survey123 templates specifically, so I am not sure this will be helpful but I did want to share it if you are interested in testing with this. I wonder if there might be a custom configuration that could work for your needs in the future.

ArcGIS Pro has the ability to create reports from data.  It is under Insert > New Report.  I know it exists, but I haven't used it other than trying to figure out how it works and I wasn't too successful.  I found it was pretty counterintuitive compared to the Survey123 report templates, and I never really dove into it that much since the need wasn't really there for me to continue with it.  But it is there and that may be the solution you're looking for with 37k reports...

Edited:  Just to be clear, you wouldn't use the "Survey123 Create Report" tool within Make.com, as that would use the ArcGIS tool and cost credits, it would be more of using creating a word document and dynamically filling out that word document with what you want your report to say.  I haven't tried that specific thing, but I did have it sending me emailed reports every time someone sent in a survey.

You Might also be able to utilize Make.com.  They let you setup 2 "scenarios" for free.  We set it up so that when somebody submits something, that it builds a report, emails and prints it automatically and seamlessly.  All the report building is done within Make.com so it doesn't cost any credits.

There are some limits to the free version (Basically how many times you can use it in a month).  But you can always try it and see if it works.  You can also use Microsoft Power Automate, but they requires a special license to access the ArcGIS content that does cost some.

But both solutions have not used any credits on any of the things I have built.  Here is some details for Make.com :
