Expand Legend by default within a map

Once you have inserted your 'Map'

Rather than having to hover over the Legend icon for it to display.

Can it have an option to expand by default? It is not very obvious for a member of the public.

The only workaround I have been able to develop is the 'Embed' option then using code from a Web Map which is not ideal.
