locus track equivalent???

is there a tool that is able to do what georover locus track does. As far as typing in a coordinate and creating a point

Within an Edit Session, you can enter coordinates by right clicking on the map > Absolute X,Y or F6.

Creating a point or vertex at an exact x,y location (absolute x,y)
