Hello

I have elevation points (2,400 points) in a shape file. I am wondering how I can generate a DEM from these points.

Have you checked out "interpolation" methods in the Spatial analyst extension?

Thanks.

But which interpolation you mean? There are three different interpolation in three different subcategories of Spatial Analyst extension.

I don't think that there is simply one answer.  Each of the interpolation techniques are valid and have their uses.  If you are just starting out or unsure of the math behind kriging or IDW, then I would stick with the spline.

Why not use TopoToRaster as it was designed from creating DEMs. And BTW, it uses thin plate splines.

Esri, please add Create elevation points from a DEM—ArcGIS Pro from the Defense Mapping extension to both ArcGIS 3D Analyst and ArcGIS Spatial Analyst.
