Unable to access ArcGIS Server at localhost

We restarted are Windows Server 2012 R2 on which ArcGIS Server was running. After restart, service of ArcGIS Server is running but we are unable to access arcgis server on localhost:6080/arcgis/manager it gives us error

Site cannot be reached:Localhost refused to connect

After having in-depth analysis of the problem, came to conclusion that port of ArcGIS server has been changed from 6080 to 6100 but there is no process that is currently running on port 6080. Please refer to the steps below that I used to debug the issue

  1. Open cmd
  2. Type tasklist /svc | find “ArcGISServer.exe” , returned PID was “10476”
  3. Then netstat –ano | find “10476”.

We also tried to access arcgis manager on localhost:6100/arcgis/manager but got following error

I also checked server logs, and they look something like this

An error was encountered while synchronizing with the config store. REST handler inaccessible when attempting to synchronize.

Failed to start web server. Web server failed to start

I have also attached server.log file for your reference. Can someone help us resolve this issue. Thanks in anticipation.

Did you ever figure this out? I just ran into this error last night and have no idea how to fix it.
