EncLayer fail to load in ArcGIS Runtime SDK 100.2 for Android

A recent Android project requires to load and display Electronic Navigational Chart, the test data is in S57 data transfer format (*.000 file).  Code and problem I encountered are as follows:

It shows the loadstatus of EncLayer is always FAILED_TO_LOAD. However, with the same data and the same coding ideas, we also tried the Runtime SDK for .net version using Xamarin, everything is normal, the data can be added and displayed.

In Runtime SDK for Android, is there any special configuration? Or what is the proper usage to load ENC?
