Effect when polygon is highlighted

Help, JS development team, Esri In Colombia we are challenged to create a map where to select a polygon, the polygon is highlighted, and the rest of the map is opaque.

Any of you know a sample, template, help, some  documentation or code that can guide my development team to make this kind of effect.
