When I re-open the project with an imported PDF, the data connection is broken, and cannot be repaired as I cannot choose pdf in the set data source window.

Is this a known issue?

I had the same issue, but since it was already georeferenced, I was able to import in again without any issue.  It saved the second time without issue and I was able to close and reopen Pro with it still there.

It would be nice if PDF is added to the list of raster times because of this improvement so you can fix broken links.
