Why arcgis pro cant publish hosted web tile layer?

Hello,
I want to make 3d scene in ArcGIS online Scene Viewer. I have to publish a shapefile, a raster, and an elevation surface. The shapefile published as Feature Layer (hosted). But the raster and the elevation surface published as tile package and cant open it in scene viewer.
The error is my account doesnt have privilege to publish tiles. But my role account is Publisher.
Does anyone have the same error?
