Vector tile layer visible range shared offline

We are having an issue with taking Tile layers offline. The Tile layer is published via ArcGIS Pro from a vector tile package and works fine when used in connected mode via Fieldmaps.
How does the publishing process calculate the visible range value found in the settings of the tile layer? It doesn't correspond to the Max cached scale specified in the Vector Tile Package. I experimented with multiple cached scale values.
Interestingly this only seems to restrict visibility when the tile layer is taken offline.
