Why do you have to have your data on SQL server 2016 to create a Utility Network?

As long as the RDBMS is supported at that version of ArcGIS Pro (i.e. 2.4.x);  Create a utility network—ArcGIS Pro | ArcGIS Desktop  you should be able to create the Utility Network.

*SQL Server 2016 and Oracle 12.1.0.2 are the minimum required database releases for a utility network.

Maria,

You don't have to use their data. The Asset Package is only a use case of what can be done. I'm on a project at the moment for a Electricity Distribution Utility and we are creating our own version of the Asset Package as the Esri Inc demo isn't suitable for Australian Electricity Utilities. We are redefining all aspects of the package (eg. asset group, asset type, attributes, containment rules, connectivity rules, etc.)
