User Interface for creating a new and opening an existing project not displayed

I have Pro 3.2.2 installed. When I have a project opened and select the Project menu item I cannot open an existing or create a new project as the UI is not correctly displayed. There is just a vertical scroll bar for the open UI. UI for other functionality like Portal, Options, About is displayed correctly. Also, if Pro is started with no project open, the UI for New and Open functionality is displayed correctly. 

I believe that worked before. Also, I installed 3.3 for some testing and then reverted to 3.2.

We found that the problem was caused by having an add-in with a dockpane with a tab control docked to the bottom of the Pro window. We opened a support case.

Interesting - I would perform a soft reset of ArcGIS Pro using the steps here.  Does the reset work?

Thanks. I did the Pro soft reset as described in the document but the issue was not resolved.

Okay - let's try another approach, click the Windows Start button bottom left of the window, go to ArcGIS, and right click on ArcGIS Pro.  Select More->Run as Administrator.  Does the UI now show projects or is it still blank?
