Tabulate Area tool not including all features from input feature dataset

I am trying to run the Tabulate Area tool on a set of zones and a binary field of my input features in order to identify the number of features for each of the binary classifications within each zone. For some reason, the Tabulate Area tool is not counting all of my features. For example, I know that one of my zones contains 729 features, but in the results of the TA table, that zone only has a total of 549 features (331 in one binary class, 218 in the other). Has anyone had this same issue, and if so, is there a workaround? I didn't have any features selected from either the zone of feature dataset when I ran the tool and all my layers are in the same projection.

@AmberMillison  seeing that there are no replies, did you figure out why? I just ran the tool (ArcMap 10.8 and Pro 3.1) and seeing the same issue. Interestingly Pro processed more than ArcMap did but still not the full recordset.
