I would like to create a standalone table in a map document that is connected to an Excel file. Users could update this Excel file without opening GIS.
I'd like to set up a title block to use values in this table. Since the table is stand alone, I can't tie it spatially to the map series polygons. Is there a way to connect it via a join field - ie put a field in the Excel table with values that correspond to he map book ids and only display values from matching records? I have tried and not found a way to do this. If this is possible, I'd appreciate hearing about how to do it.

Try setting a Page Query on the standalone table.
As long as you have a field and the appropriate values in the standalone table that is similar to the field from the spatial map series index layer that is being used for the page name you should be able to filter as you want.
