Pretty simple. How can I save a layout file (pagx) and use it without copying the map(s) it uses?

I want a blank layout template with all the marginalia and stuff placed, and then all I have to do is plug in the maps I want to reference.

I don't want one or two random maps from another project coming in just because I liked the layout and wanted to re-use it; now I have to go and delete them.

You can absolutely do this! Just set the map frame to None before saving the layout file.

The layout files documentation has some more details on saving files with empty map frames as well https://pro.arcgis.com/en/pro-app/latest/help/layouts/layout-files.htm

This is good to know, thank you.

Would it possible to just have a toggle that sets them to None on export?

There isn't a toggle currently in the software, but you could add it as an ArcGIS Pro Idea. The Pro teams check that site regularly for new functionality ideas and feedback.
