I am new to ArcGIS and wanted to test the buffer function
Step 1. I found parcel data of a state https://www.arcgis.com/home/item.html?id=366c27f862eb434f8852da93f1ee95a2
Step 2. I download the info and saved as a layer in ArcGIS pro to use as my lines to buffer
Step 3. I attempted to use Euclidean Distance to create a buffer around such lines
Step 4. Problem. When I input the Layer I created it says "Error 00864" and "000367"
Which suggests that what I am inputting is not appropriate for the function.
I tried converting the data layer to a polygon or something else but I get the same results
Any help would be appreciated.

So a Map Image Layer is for viewing purposes only and cannot be exported to a feature class local on disk. In addition, it appears analysis is not possible either such as your Buffer GP tool workflow. I reviewed the metadata and this layer was last updated April 2016 so it's out of date. My recommendation is to look for other data sources.
raster and source cells are preferable

I checked the data type and it is a "ArcGIS Map Service"
Is there a way to convert this to vector form? Or do I need to look around for another data source stored in vector form and not as a Map service?
