Publishing Image Service Does Not Populate ItemInfo Thumbnail

I'm publishing image services from ArcGIS Pro 3.0.1 to a public facing 10.6.1 server and an internal 10.9.1 server. I recently noticed that I do not get the a thumbnail in the ItemInfo Thumbnail resource even if the originating mosaic dataset has one. I don't see a way to set this during publishing and server manager doesn't seem to have a way to do it.

I've had to get assistance from our development team to edit  the JSON and add thumbnail to our server directory manually. I've never intentionally set up a thumbnail on the service (doing this in ArcGIS Online item instead) when publishing, so I don't know why it has been successfully added in the past. Our aerial photography directory shows this inconsistency: some services have the thumbnail, some don't.

I appreciate any input. I would like to have thumbnails for the image services themselves as part of my metadata.
