Prioritize Labels: Are currently unlabeled classes ignored?

I have a question about Label Priority Ranking. Please confirm, are "items in gray are currently unlabeled" ignored in the label priority ranking?

Here is some background. I have a complex basemap. Some feature classes are small-scale only, and others are large-scale only. For example, I have two sets of roads. Each set has its own layer, data, and label classes. However, the small-scale layers do not draw (and therefore do not label) at large scales, and vice versa applies for large-scale data at small scales.

I want to make sure that the classes not visible in the current view do not factor into the labeling priority. I want to make sure that any labels in a class not even seen are somehow interfering with the labels drawn in the map.

In the Label Priority Ranking menu, the label classes in gray do not have labeling turned on either because the layer is turned off or the label class is turned off. These label classes are ignored by label priority because these classes don't produce any labels.

It's worth noting however that if the layer is turned on and the label class has a feature weight, its feature weight can affect the placement of other labels that try to avoid placing over the top of the unlabeled feature's weighted symbols.
