I have ArcGIS Pro on my VDI and the version is 3.3.1 . Each time I exported the PDF and whenever I open it ,the PDF shows white blank for a few seconds before you can see the map shows up later.

Do I need to change the PDF Settings in Pro in the Export or should I change in the Adobe Software and

which software does ESRI uses the Adobe in the Export PDF ? 

Is it related the export PDF in ArcGIS Pro ?  Is it related to the software from Adobe softare ?

I have two on my VDI that has Adobe Reader and Adobe Acrobat DC Reader .

Can anyone tell me what is the cause ?

If the pdf opens from a locally stored folder (aka not virtual anything) without issue then there is nothing wrong with the file.

If it takes a few seconds, but opens fine, then there is probably no issue

It doesnt seem like there is an issue with here, the slowness is likely with the VDI -  as Dan suggests, if it opens fine locally then there likely isn't any issues

Yes , our agency uses VDI and it seems is very slow but open the PDF still works.. I think it is the basemap that is slow to show up ?

run a test, create a pdf without a basemap, then open it and you can confirm
