Network Analyst Connectivity Issue

Hi there. I'm looking for some ideas on why when running the location-allocation network analyst or closest route network analyst do not utilize most of my demand/incident points. I can't tell 1) if it's a demand point issue or if 2) it's a network connectivity issue.

What I have done to verify the network:

  1. Created and validated topology for all intersections & rebuilt the network.
  2. All dangles were fixed, all intersections are identified with network junctions (see below)
  3. No build errors were identified or "dirty areas" identified

Just walking through the facility & demand input. I originally had a walk travel mode and had a time cost, same error was occurring so I simplified the network dataset to basically defaults and used meters to calc time.

The farthest distance a centroid point I was utilizing for the demand points would be from the network was 35m. I've set to 50 to ensure it can snap to something in the network

In the attribute table, the facility points all have status as ok, all snapX snapY are filled out. Everything looks as if it's reading. No errors saying can not locate.

Same process for the demand points. No weights, nothing that might have null fields. Same situation as facilities, no errors, status is ok, etc

This is the error that appears when I solve. As you can see, most of the demand points are completely ignored.

I ran a serve area test to see if there were any noticeable network blank spots, but didn't see any
