Something so simple. Does anyone know how to move a feature in layout mode forwards/backwards?
We make white polygon boxes to hold information like scalebars and north arrows and in ArcMap it's a right click - bring feature forward...I can't seem to find the equivalent in pro.

If I understand your question correctly, then the solution is found under
the Contents pane where you simply need to change the order in which the
features are drawn (i.e. the scale bar should be above a white box). Just
click and drag the item/element to change the order.

I love how intuitive this is. Similar to MS PowerPoint Selection Pane. However, it took me a long time to figure this out! I guess Pro is moving away from the ArcMap model of "10 ways to do everything". Here's to more learning new ways...

depending on whether you are using features or graphics
Their z-order in the TOC controls their drawing order. Just drag the white polygon boxes below the north arrow/scalebar.
