Is there a way to align the content in a cell to the middle-center? I want the "Designation" and "%" to be in the midle of the cell header:

@DanPatterson is correct in that there are no commands or options in the UI that specifically align text vertically within a cell of a Table Frame or within the bounds of a "paragraph" text element (rectangle text, circle text, etc...).
For a "one-off" table frame you might want to consider offsetting the Y value of the Heading text for select fields/columns. This may work if you do not plan on changing the header values. If the values change you may need to adjust manually.

Hi everyone, I have found a way to do this, but it might not give the exact results but something similar. Go to Calculate Field of the field and then input the following expression,
" " * 10 + !Fieldname!
This should add 10 spaces in front of the records. You can do the same by manually adding 10 spaces in front of the field name. The records will look center-aligned.
