Manage Map Server Cache Tiles tool not loading scales

Hi,

I am running the manage map server cache tiles tool.  But when I select my input service all of my scales do not load as expected and only the top two scales.  There should be 20 LOD loaded.  If I run the manage map server cache scales tool all of the scales come up.  Also when I look at the rest end point all 20 scales are present.  I am finding the issue when I use a custom tiling scheme or if I just define a new one from the layer. 

I have tried so many iterations.  Sometimes it will load no scales at all.

Any help is greatly appreciated. I am using ArcPro 2.9 and enterprise 10.9

I figured out you need to set the scales and cache preference when you are first publishing the web layer in Pro.

Thanks.  I did that a couple of times and it shows I have 12 scales but when I try to recreate empty tiles, it only shows 4 scales.

I delete the cache directory and started over.   Then I published the mapservice with Pro and set the caching in Pro and then it recognized all the scales. What version of Pro are you using?

Yes, that just worked for me too.  It looks like the bug is associated with the caching tools.

I have an open ticket with Esri, but this is a known bug from 2022. Cannot believe it hasn't been addressed in 3 years!
