Issues with Select by Location - same projection, not selecting

Trying to Select by Location, inverting selection. We are having success using Select by Location on some layers in the project, but not others. All projections are the same. The layer we're trying to select was created from the other layers we can successfully use Select by Location. What are we missing? There's nothing that appears different.

We've tried using the geoprocessing tool: Define projection and we still cannot get it to select any features. We've looked at "list by selection" and it is checked off as selectable. Interestingly, the layers that are not selected in 'list by selection' are the layers that we can perform Select by Location without issue. We tried unchecking the layer we want to edit just for kicks and it doesn't change the outcome.

Define Projection only works if you truly know that the featureclass is in that coordinate system.  If it isn't, then it will be defined incorrectly and won't work.  the Project tool is the one that makes a new featureclass in the desired coordinate system... however, it must be defined correctly in the first place, otherwise you will just make a bad situation worse.

As for select by location, make sure that none of the featureclasses are in edit mode/being edited.

What selection type are you using?

A screen grab of your map and tool parameters might help
