I was curious if anyone else came across this - but I'm having an intermittant issue with some users and downloading the ArcGIS Pro tutorial packages.
Since it's a class, students need to download the package and save it to a specific folder - but no matter what we do for downloading the package and saving it to different folder it always wants to save to the Documents folder instead. In order to get it to open to the correct spot, we have to download the package > go to the Documents folder > copy/paste the package materials into the other folder > and then it opens in the correct spot.
For example - if I save the tutorial package in Folder A, it will still register all pathnames to the Documents folder on the C drive, even though the tutorial package is in Folder A. I have to copy/paste the ArcGIS > Package folder from the Documents folder and paste it in Folder A. Then if I open the ArcGIS Project file (NOT the package file) it will register as being stored in Folder A.
I hope that makes sense! We've been using tutorials for years and never had this problem before, so it's a little confusing.

You could try the Extract Package (Data Management)—ArcGIS Pro | Documentation tool and then define the desired output location.
Also try setting the folder under Share and Download in Options
