Is it possible to export a raster to a folder outside a geodatabase?

I'm trying to re-project rasters using the Project Raster Tool and then save them to a desktop folder. 

However, when selecting "output raster dataset" it seems I can only choose 1) an existing database or 2) an existing raster file to overwrite. 

Is it not possible to output to an empty folder?

Yes, you can save a raster dataset outside of a geodatabase and in a folder.  In the Project Raster GP tool for the out_raster parameter, you have to specify the file extension you wish to write to.  For example - raster.jpg or raster.bmp, etc.
