I'm trying to recreate a popup we have in ArcMap like
"http://www.test.com/DownloadFile.aspx?FilePath=E%3a%5cSouthern%5cApps%5ctest%5cData%5conelines/test.pdf"
It opens fine using the ArcMap popup but ArcGIS Pro doesn't seem to recognize the percentage signs as spaces and it won't open the pdf.
I tried the configure pop url link but it doesn't work correctly.
