How to create a editable layer, or turn off security of exisiting ArcGis Online Layers

I downloaded a county parcel layer from ArcGis Online. I want to edit it for my own personal use. The layer is protected from editing.  How do I create a layer that I can edit? If I try and copy the layer the security settings are copied with it and this new layer is not editable. 

I want to do an overlay of two layers and I can't do it because they are both protected.

Where do you want to edit the layer? In a desktop tool, or online through AGOL / Portal? What did you download process look like?

A downloaded dataset might retain editor tracking settings, but there's nowhere in a file-based dataset to manage or enforce security rules that I'm aware of. It sounds like maybe you saved a reference to the county's parcel service? A legitimate copy shouldn't have any constraints on it.
