Help with displaying point data as graduated symbols in zip code areas

Hi, I have data layer about mobile download speeds which is point data and also zip code data layer. I am trying to do map layer which displays average mobile download speed in zip code areas. Any ideas how to do this? I have tried spatial join tool but can't get it to work right.

Oh well just noticed that the mobile data is polygon, not point. But still I have the same problem
