Having trouble specifying label text with Arcade (ArcPRO)

I've tried a variety of different ways to display these labels as they should but always have a few that defy my efforts! 
does anyone else have this problem?

tried:

- calculating field using round expression

- formatting fields in table/field view

- manually entering the numbers in the attribute editor "9.45"

 - and lastly arcade label expression

What data type is that c2019IndustrialLandMapdata_E_persf field?

It is a double.  
I just ended up transposing the data to new text fields as a workaround.
