Graphics elements not displaying correctly and seem to jump around randomly at different scales

I have a project in ArcGIS Pro 2.6.2. I imported an MXD map file that was last edited in ArcMap 10.8.1. The graphics elements are not displaying correctly and seem to jump around randomly at different scales, but the graphics elements are in the correct place when I drag a selection box over them. Look at the two stars in the screenshot vs. the location of the selected items in their actual location
