Getting hosted layer label formatting to to work at the sub-feature level

Currently working a project where I need to publish a formatted (symbology and labeling) line feature (a road network) to my organization's portal, which is the easy part.  The challenge I'm running into is the product that needs to consume this data can only utilize it at the sub-feature level (AKA: It needs the layer ID in the hosted URL).  The product consuming the data has no means of changing the hosted feature's symbology or labeling, so all the formatting has to be baked into the published layer.

Through lots of trial and error, I've discovered that I can get the line symbology to display correctly, but I've yet to come up with a way to get the labeling to work as intended.  The biggest issue is at the sub-feature level, the labels are being placed on each line segment, instead of removing the duplicates like I'm wanting it to.
